Wed Nov 30, 2005 11:54 AM ET

WASHINGTON (Reuters) - The main building of the Library of Congress was evacuated on Wednesday morning after a "suspicious odor" was detected and two people felt faint, Capitol police said.

Nearby buildings, including the U.S. Capitol and the Supreme Court, were not affected.

The main Jefferson Building was evacuated shortly before 10 a.m. (1500 GMT) and the odor was being investigated. One person who felt faint was treated on the scene and the other was taken to a local hospital for further examination, according to a U.S. Capitol police spokeswoman.

Japanese Probe Collects Asteroid Samples

TOKYO

Japan's space agency said Wednesday a spacecraft that landed on an asteroid last week had successfully collected surface samples in an unprecedented mission to bring the extraterrestrial material to Earth.

The space agency, JAXA, previously said the Hayabusa probe appeared to have touched down for a few seconds Saturday on the asteroid, which is about 180 million miles from Earth. It was the probe's second successful landing on the asteroid.

After touching down on the Itokawa asteroid, the probe fired two metal projectiles into its surface, collected the dust that was kicked up and lifted off, JAXA said on its Web site.

The probe landed on the asteroid's surface for 30 minutes on Nov. 20, but it failed to collect material, the agency has said.

"We could prove an epoch-making planetary exploration through autonomous navigation and guidance, and stand foremost in the world in deep space exploration technology," JAXA official Junichiro Kawaguchi said.

Judge Recommends That Regulators OK Merger

HARRISBURG, Pa.

A judge recommended that state regulators approve the merger of Public Service Enterprise Group Inc. and Exelon Corp., a union that would create the country's largest power-generation company.

The 59-page recommendation by the administrative law judge, Marlane R. Chestnut, was filed with the state Public Utility Commission, which will take public comments for a month before making a final decision, a PUC spokeswoman said. The recommendation was released Wednesday.

The new company would provide power to 18 million people in Illinois, New Jersey and Pennsylvania. Peco Energy Co., a subsidiary of the Chicago-based Exelon, provides gas and electric service in southeastern Pennsylvania. PSEG is based in Newark, N.J.

The recommendation was issued after nearly nine months of hearings and settlement talks among at least a dozen parties that had filed protests or petitions to intervene, including the city of Philadelphia, labor and advocacy groups, and the state Department of Environmental Protection. Most joined a settlement with Exelon and PSEG that was submitted to Chestnut.

Economy Expands in 3Q Despite Hurricanes

WASHINGTON

The economy grew at a lively 4.3 percent pace in the third quarter, the best showing in more than a year. The performance offered fresh testimony that the country's overall economic health managed to improve despite the destructive force of Gulf Coast hurricanes.

The new snapshot of economic activity, released by the Commerce Department on Wednesday, showed the growth at an even faster pace than the 3.8 percent annual rate first reported for the July-to-September quarter a month ago.

The upgraded performance reflects more brisk spending by consumers and businesses as well as more robust investment on residential projects than initial estimates revealed.

"I've got some good economic news for our nation," President Bush said at a fund-raiser benefiting the Senate candidacy of Maryland Lt. Gov. Michael Steele. "America's workers and businesses have overcome the challenges of two hurricanes and high energy prices."

Maj. Andre v. bin Laden's bodyguard
By Terence P. Jeffrey
November 11, 2005

The Supreme Court has agreed to decide if our laws and Constitution require President Bush to try al Qaeda terrorists in a more permissive venue than the military tribunals George Washington used for British spies. The answer is no.
In 1780, a Continental patrol intercepted British Maj. John Andre, dressed in civilian clothes, sneaking toward British lines after visiting Gen. Benedict Arnold at West Point. Andre carried secret papers from the traitorous Arnold in his boot.
Gen. Washington handed the dashing and courageous Andre over to a military tribunal for trial, which determined he "ought to be considered a spy from the enemy, and that, agreeably to the law and usage of nations... he ought to suffer death."
Andre appealed to Washington, asking only to be executed like a gentleman by firing squad, not hanged as spies normally were. "Sympathy toward a soldier will surely induce your Excellency and a military tribunal to adapt the mode of my death to the feelings of a man of honor," said Andre.
Washington was unmoved. When he failed to persuade the British to trade Andre for the ignominious Arnold (who had fled), he approved Andre's hanging.

Deporting ex-Nazi called cruel

Deporting ex-Nazi called cruel
November 30, 2005

CLEVELAND (AP) -- Returning an Ohio man accused of being a Nazi concentration camp guard to his native Ukraine would be like throwing him "into a shark tank," his attorney argued yesterday.
John Demjanjuk, an 85-year-old retired autoworker, has been fighting for nearly 30 years to stay in the United States, and his attorney said he should not be deported to the Ukraine because he could face torture there.
But the Justice Department said Demjanjuk has not shown that he would be mistreated.
Demjanjuk lost his U.S. citizenship after a judge ruled in 2002 that documents from World War II prove he was a Nazi guard at various death or forced labor camps. Yesterday's hearing in front of an immigration judge was part of a process for determining whether he will be deported.

DENVER -- Deborah Davis' refusal to show her identification to federal police at a bus stop has turned her into a cause celebre among privacy-rights advocates.
Mrs. Davis, a 50-year-old Arvada, Colo., grandmother of five, was handcuffed, placed in a police car and ticketed for two petty offenses by Federal Protective Services officers who were checking passengers' identification Sept. 26 aboard a Regional Transportation District (RTD) bus at the Federal Center stop.

Technique developed to detect cancer early
By Joyce Howard Price
THE WASHINGTON TIMES
November 30, 2005

University of Florida researchers have developed a technique they believe will allow easy detection of a wide variety of cancers even before symptoms appear.
The technique, reported online in the Proceedings of the National Academy of Sciences, involves introducing molecularly engineered strands of the genetic material, DNA, into cell cultures to see whether they produce a fluorescent light after binding to cancer proteins.
"We are able to detect cancer-related proteins very easily with this approach, which is really promising in terms of its potential for early diagnosis of cancer," study author and UF chemistry professor Weihong Tan said yesterday.

Vatican bars all gays as priests

Vatican bars all gays as priests

The Vatican's long-awaited new guidelines on homosexual seminarians were released yesterday, barring even celibate homosexuals from seminary.
"Those who are actively homosexual, have deep-seated homosexual tendencies or support the so-called gay culture" should be barred, the nine-page document said, chiefly because the priest represents Jesus Christ as "head, shepherd and spouse" of the church.

Defense contractor held in spy case
By Bill Gertz
THE WASHINGTON TIMES

A defense contractor charged with failing to register as a Chinese agent admitted passing data on U.S. Navy arms technology to China for 22 years, including information on next-generation destroyers, an aircraft carrier catapult and the Aegis weapons system, according to new court papers in the case.
Two federal judges in Los Angeles on Monday reversed earlier rulings and ordered the contractor and his brother held without bond. The rulings followed testimony from FBI agents in the case.

MIAMI (Reuters) - The busiest and costliest Atlantic hurricane season on record finally ends on Wednesday but meteorologists cautioned that it may be years before the tropical Atlantic settles down.

So next hurricane season might not be any better.

"You bet I'm worried about next year, and several years after that," Max Mayfield, director of the U.S. National Hurricane Center, told a news conference.
